GIST OF DISCUSSION HELD WITH CPMG DURING FAST PROGRAMME YESTERDAY:

            At the beginning of the program there was resistance by the police not to allow the agitators in the premises. We have made it clear to them that the lapses on the part of the administration that the 16th Feb,2012 notice of the union was yet to be acknowledged and 22nd Feb,2012 notice was answered in a negative sense which forced such agitation.
            The FAST was commenced at 1030 am and was well attended by committed comrades about 140 members. Red salute to all of them and those who were instrumental for the success.

GIST OF DISCUSSION:
1. Contributory negligence and harassment of staff: After a long discussion it was assured by the CPMG that there shall not be any miscarriage of justice and appeals/petitions will be considered objectively and justifiably. It was reiterated that any discussion on disciplinary matter would be in contravention of rules.
2. Transfer policy: Instructions to allow transfers within Bangalore will be issued. Madam asserted that she is very liberal in her approach to consider cases of transfers and it was assured that Request register is being maintained at circle level correctly and assured to adhere to the instructions on the subject. On other issues it is decided to get response of the administration in black and white.
3. Compassionate appointment to GDS wards: It was agreed to defer the any such move till directorate instructions are received. We too have to bring pressure at CHQ level to expedite it.
4. Transfer of GDS: We have given several examples where sympathetic approach is emphasized, we advanced our argument that it is for the convenience of both staff and the administration that the official side to appreciate.
5. ROMC Bills: The adminstration claims that it is liberal in approach but officials are again asked to re-represent with facts for a re-look.
6. MACP denial: Asked to have discussion with DPS concerned on MACP cases initially and it was agreed
to do so.
7. CASUAL LABOUR: Our views are being looked into. Details of officials reinstated by CAT has been sought for and remedial action will be taken.
8. GPO mails and sorting Branch: Will be examined.
9.Harassment of delivery staff, postmen, speedpost GDS/postmen etc., Adhar related articles pressure etc: A detailed discussion was held in this regard where in it was assured to have discussion with both the DPS for a solution and necessary action. However it was conveyed by us that we are very serious at the work spot for prompt, systematic and efficient delivery of articles in time.
10. CBS work: Sought written communication.

            Overall discussion was held in a congenial atmosphere and so it was decided to call off the agitation for the present. Shortly an extended meeting of the unions will be held jointly for review and action.

Dear comrade,

Response of the CPMG is negative, in reply it is said that the agitational action attracts CCS Conduct rule. This shows the attitude of the circle administration.

WE ARE FIRM ON OUR LEGS AND FAST WILL BE COMMENCED AT 10 AM TODAY BEFORE CPMG's OFFICE.

Leave is not being granted, all sorts of measures are taken to put hurdles, but it will be a futile exercise they will come to know.

WE ARE FIGHTING FOR THE RIGHT CAUSE, SEEKING TRUTH, JUSTIFIED ACTION. WE SHALL FIGHT, FIGHT AND FIGHT.

ಫೆಬ್ರವರಿ ೨೮ನೆ ತಾರೀಕಿನಂದು ಕರೆ ಕೊಡಲಾಗಿದ್ದ ಅಖಿಲ ಭಾರತ ಕಾರ್ಮಿಕ ಸಂಘಗಳ ಒಕ್ಕೂಟದ ಮುಷ್ಕರದನ್ವಯ ಹಾವೇರಿ ವಿಭಾಗದಲ್ಲಿ ವಿನೂತನವಾಗಿ ಮುಷ್ಕರವನ್ನು ಆಚರಿಸಲಾಯಿತು.

ಹಾವೇರಿ ಪ್ರಧಾನ ಅಂಚೆ ಕಚೇರಿ, ವಿಭಾಗೀಯ ಕಚೇರಿ ಸೇರಿದಂತೆ ಹಾವೇರಿ ವಿಭಾಗದ ಎಲ್ಲ ಅಂಚೆ ಕಛೇರಿಗಳ ಸಮಸ್ತ ಸಿಬ್ಬಂದಿ ತಮ್ಮ ಎಡ ತೋಳಿಗೆ ಕಪ್ಪು ಪಟ್ಟಿ ಧರಿಸುವ ಮೂಲಕ ಮುಷ್ಕರಕ್ಕೆ ಸಾಂಕೇತಿಕವಾಗಿ ತಮ್ಮ ಬೆಂಬಲವನ್ನು ವ್ಯಕ್ತಪಡಿಸಿದರು.

ಕೇಂದ್ರ ಸರ್ಕಾರದ ಖಾಸಗೀಕರಣ ಮತ್ತು ಹೊರಗುತ್ತಿಗೆ ನೀತಿಯ ವಿರುದ್ಧ ಕರೆ ಕೊಡಲಾಗಿದ್ದ ಮುಷ್ಕರದಲ್ಲಿ ಮೂಲಭೂತ  ಕಾರ್ಮಿಕ ನೀತಿಯ ಜಾರಿ, ಸಾಮಾಜಿಕ ಭದ್ರತಾ ವ್ಯವಸ್ಥೆ, ಕನಿಷ್ಠ ವೇತನ ವ್ಯವಸ್ಥೆ ಜಾರಿ, ಬೋನಸ್ ಮಿತಿಯ ಏಕರೂಪತೆ ಜಾರಿ, ವಾಗ್ದಾನಿತ ಪಿಂಚಣಿ ವ್ಯವಸ್ಥೆ ಜಾರಿ ಅಲ್ಲದೆ ಇನ್ನಿತರೇ ಕಾರ್ಮಿಕ ಹಿತರಕ್ಷಣ ಬೇಡಿಕೆಗಳನ್ನೋಳಗೊಂಡಿತ್ತು.

ಅಂಚೆ ಇಲಾಖೆಗೆ ಸಂಬಂಧಪಟ್ಟಂತೆ NFPE , FNPO , AIPEDEU ಮತ್ತು NUGDS ಕಾರ್ಮಿಕ ಸಂಘಟನೆಗಳ ಜಂಟಿ ಆಶ್ರಯದಲ್ಲಿ ಭಾರತದಾದ್ಯಂತ ಲಕ್ಷಕ್ಕೂ ಹೆಚ್ಚು ಅಂಚೆ ನೌಕರರು, RMS ಸಿಬ್ಬಂದಿ ಮತ್ತು ಗ್ರಾಮೀಣ ಅಂಚೆ ಸೇವಕರು ಭಾಗವಹಿಸಿದ್ದ ಮುಷ್ಕರದಲ್ಲಿ, ಸಾರ್ವಜನಿಕರಿಗೆ ಎಳ್ಳಷ್ಟೂ ತೊಂದರೆಯಾಗದಂತೆ ಕಾರ್ಯ ನಿರ್ವಹಿಸಿದ್ದಲ್ಲದೇ ಕಪ್ಪು ಪಟ್ಟಿ ಧರಿಸುವ ಮೂಲಕ ಮುಷ್ಕರಕ್ಕೆ ಸಂಪೂರ್ಣ ಬೆಂಬಲವನ್ನೂ ವ್ಯಕ್ತಪಡಿಸಿದ ಹಾವೇರಿ ಅಂಚೆ ವಿಭಾಗದ ಸಿಬ್ಬಂದಿಯ ವಿನೂತನ ಪ್ರತಿಭಟನೆ ಸಾರ್ವಜನಿಕರ ಶ್ಲಾಘನೆಗೆ ಪಾತ್ರವಾಯಿತು.

ಹಾವೇರಿ ವಿಭಾಗದ AIPEU ಮತ್ತು NUPE ಸಂಘಗಳ ಮುಖಂಡರಾದ ಶ್ರೀ J C ಜಯರಾಂ ನಾಯಕ್, ಶ್ರೀ R M ಕಾಯಕದ, ಶ್ರೀ B D ಈಳಿಗೇರ್ ಮತ್ತು ಶ್ರೀ D B ಮೂಲಿಮನಿ ಪ್ರತಿಭಟನೆಯ ಮುಂದಾಳತ್ವವನ್ನು ವಹಿಸಿದ್ದರು. ಶಾಂತಿಯುತವಾಗಿ ಮುಷ್ಕರಕ್ಕೆ ಬೆಂಬಲ ಸೂಚಿಸಿದ ಹಾವೇರಿ ವಿಭಾಗದ ಸಮಸ್ತ ಅಂಚೆ ಸಿಬ್ಬಂದಿಗೆ ಧನ್ಯವಾದವನ್ನು ಅರ್ಪಿಸುವದರೊಂದಿಗೆ ಮುಷ್ಕರವನ್ನು ಅಂತ್ಯಗೊಳಿಸಲಾಯಿತು.

        It is highly deplorable that the joint letter, cited above, is not even acknowledged by the administration which shows its attitude towards staff problems.  We are left with only option to implement resolves of the circle conference.

        After review of the situation it is decided to commence FAST UNTO DEATH/SETTLEMENT TO THE SATISFACTION w.e.f 29.02.2012 in front of CPMG’s Office, palace Road, Bangalore.

It not only helps the operative side to give better public service but also curtails expenditure of Government money on deputation.

Please include: It is learnt that, the TRCA of Shri G H Kadur was also revised downwards by the DO, but while regulating his pay consequent upon his CAT case, the downward TRCA is not taken into account; hence, the downward TRCA cases may please be revised in the light of case of Shri G H Kadur and the previous TRCA of those GDS officials may please be maintained.

3. Please furnish details of GDS Officials whose TRCA has been reduced from January 2004 to June 2004 along with the copy of orders issued in this regard. Please regulate the allowances of those GDS officials as in the case of Shri G H Kadur, Doddagubbi BO, a/w Rattihalli SO.
The present status may please be furnished since the matter is still pending. Please include: It is learnt that, the revision of TRCA is in accordance with Chennai CAT judgment dated 29.07.2002 done as a onetime measure and not based on workload of Triennial Review. Please supply a copy of the judgment and not considering the same while regulating the pay of Shri G H Kadur. Also it is requested to furnish the details on not protecting the pay of the officials. However, a list of GDS officials in the case is furnished herewith for regulating the pay in the light of the case of Shri G H Kadur.
