Issuing of CGHS plastic cards to CGHS beneficiaries

The below information was presented as a written reply to a question about the CGHS Cards by the Minister of Health and Family Welfare Shri.Ghulam Nabi Azad in the Parliament on 14th December, 2012 as follows…

Government has issued detailed guidelines for issuance of individual plastic cards to CGHS beneficiaries vide Office Memorandum No. S.11012/3/2011-CGHS(P) dated 29th December, 2011 which is available at the CGHS website http://msotransparent.nic.in

Total 1,32,909 applications were received for making of CGHS cards in last one year. It is a continuous process.It has since been streamlined and the cards are now sent to the applicants timely by speed post at their home address. There is no pendency in issuance of CGHS cards.

OFFICE MEMORANDUM

Subject: Extension of the revised orders on encashment of Earned Leave and Half Pay Leave to industrial employees.

The undersigned is directed to state that the matter regarding extension of revised orders on encashment of Earned Leave and Half Pay Leave lo industrial employees at par with the non industrial Central Government employees covered by the CCS (Leave) Rules. 1972 has been under consideration of this Department. It has been decided in consultation with the Ministry of Finance (Department of Expenditure) to extend the provision of this Department’s OM No.14028/3/2008-Estt (L) dated 25th September 2008, mutatis mutandis to industrial employees of Ministries/Department other than Railways. 

Accordingly, industrial employees shall be entitled to encash both Earned Leave and Half Pay leave, subject to overall limit of 300. Cash equivalent payable for Learned Leave shall continue unchanged. However, cash equivalent payable for half Pay Leave shall be equal to leave salary admissible for Half Pay Leave plus Dearness Allowance admissible on the leave salary without any reduction being made on account of pension and pension equivalent of other retirement benefit payable. To make up for the short fall in Earned Leave, no commutation of Half Leave shall be allowed. This Department’s OM No. 14028/25/94-Estt.(L) dated 7th October, 1996, stands amended to this extent.

2.These order shall take effect from the date of 07.11.2006, the date from which accumulation and encashment of 300 days EL were allowed to them and subject to the following conditions :-

(i) The benefit will be admissible in respect of past cases i.e. relating to period w.e.f. 07.11.2006 to till date, on receipt of applications to that effect from the pensioner concerned by the Administrative Ministry concerned.

(ii) In respect of retirees (retired after 07.11.2006), who have already received encashment of earned leave of maximum limit of 300 days together with encashment of HPL, standing at their credit on the date of retirement, such cases need not he reopened. However, such cases of Government servant considered as industrial employees retiring after 07.11.2006, in which there was a shortfall in reaching the maximum limit of 300 days can he reopened.

Regarding GDS Bonus the propaganda made by Krishnan & Co is totally false and ill-motive action. Finance ministry has not rejected the proposal for raising Bonus Ceiling to Rs. 3500/-. Publish immediately such rejected order if Krishnan is honest.



Further Krishnan & Co made to believe the poor GDS through his false SMS that “Mahadevaiah has given a letter to the administration to take action against those who participated in the 12th December and NFPE will publish the letter”. We are waiting till date but Krishnan & Co has not yet published the letter after 10 days also.



Though AIPEDEU is the member in the confederation, confederation has not extended solidarity to October indefinite strike even orally.  Is it the right way to sit in silence when the struggle is going on? Is it the trade unionism? AIPEDEU extended its solidarity and instructed all GDS to participate in 12-12-2012 strike though the confederation intentionally with hidden agenda kept us away.

E-MahaShabdkosh by MINISTRY OF HOME AFFAIRS, DEPARTMENT OF OFFICIAL LANGUAGE


Department of Official Language in the Ministry of Home Affairs, Government of India has been in the business of promoting use of Hindi in Central Government offices and organizations. Over a period of time, a number of measures have been taken to encourage increased use of Hindi in the functioning of the Government officials at the Centre. Experience has proved that a large number of officials and staff under the Central Govt. offices and organizations are keen to increasingly use Hindi for their day to day business and are not able to effectively use the language due to lack of adequate facilities. Ways and means to provide effective facilities for smooth functioning in Hindi have been considered by the Government. The idea of promoting Hindi making use of the modern technology through the electronic media has emerged as a solution to the problems faced by those who are desirous of working in Hindi and are hesitant to do so due to inadequate facilities.

Department of Official Language has entered into an Agreement with C-DAC, a computing company under the Ministry of Information and Technology to develop suitable softwares for enabling working in Hindi in Government offices an efficient and easy task. The softwares developed over the last few years include Self-learning of Hindi language (LILA series), instant translation from English to Hindi in selected domains through the MANTRA series, software for dictation in Hindi through Shrutlekhan software, software for English speech recognition and its translation into Hindi combined in one through Vachantar. The latest in the series of softwares produced in collaboration with the C-DAC by the Department of Official Language is the E-MahaShabdkosh i.e. a bilingual, bidirectional and pronouncing dictionary. It is intends to bridge the gap immensely between technology and promotion of Hindi as the Official Language. The main feature of E-MahaShabdkosh is that it is focused on the domains of Administration, Healthcare and Industry in its present form.E-MahaShabdkosh will have the following features:-
 - Devanagari script depicted using UNICODE Fonts
- Pronunciations
- Clear layout, easy navigation
- Alphabetical Listing, Direct Word Search
- Search at keyword and character combinations in English/Hindi.
- Pronunciation of the Hindi word with the Speech Interface.
- Details about the variants that is usually not found in a general dictionary and carefully chosen defined accent of a language.
- Usage of the word/phrases
- Pictorial depiction (wherever applicable) of the words/phrases

 भारत सरकार के गृह मंत्रालय का राजभाषा विभाग केन्‍द्र सरकार के कार्यालयों और संगठनों में हिंदी के प्रयोग को बढ़ावा देने हेतु कार्यरत है । काफी समय से केन्‍द्र सरकार के कर्मचारियों के कार्य में हिंदी प्रयोग को बढ़ावा देने हेतु प्रयास किए गए हैं । अनुभव बताता है कि केन्‍द्र सरकार के कार्यालयों और संगठनों में बड़ी संख्‍या में कर्मचारी अपने क्रियाकलापों में हिंदी का अधिकाधिक प्रयोग करने के इच्‍छुक हैं परंतु पर्याप्‍त तकनीकी सुविधाओं के अभाव में हिंदी भाषा का प्रयोग प्रभावशाली ढंग से नहीं कर पाते हैं । सरकार द्वारा हिंदी में सहजता से कार्य करने के लिए प्रभावी साधनों को मुहैया कराने पर विचार किया गया है । हिंदी के प्रगामी प्रयोग को बढ़ावा देने हेतु इलैक्‍ट्रॉनिक मीडिया के माध्‍यम से आधुनिक तकनीक के समावेश के विचार ने उन लोगों की समस्‍या के समाधान के रूप में जन्‍म लिया जो हिंदी में कार्य करने के इच्‍छुक हैं परंतु पर्याप्‍त सुविधा के अभाव में ऐसा करने से झिझक रहे हैं ।

2. सरकारी कार्यालयों में सरल व प्रभावी तरीके से हिंदी में कार्य करने के लिए उपयुक्‍त सॉफ्टवेयरों के विकास हेतु राजभाषा विभाग ने सूचना एवं प्रौद्योगिकी मंत्रालय की कंप्‍यूटिंग कंपनी, नामत:, सी-डैक, पुणे के साथ एक समझौता किया है । पिछले कुछ वर्षों में विकसित सॉफ्टवेयरों में हिंदी भाषा का स्‍वयं शिक्षण (लीला-श्रृंखला), मंत्रा श्रृंखला द्वारा चुने गए कार्यक्षेत्रों में अंग्रेजी से हिंदी तुरंत अनुवाद, हिंदी डिक्‍टेशन के लिए श्रुतलेखन सॉफ्टवेयर, अंग्रेजी स्‍पीच की पहचान कर उसे हिंदी में अनुवाद के लिए वाचांतर सॉफ्टवेयर शामिल है । सॉफ्टवेयरों के विकास की इस श्रृंखला में नवीनतम विकास राजभाषा विभाग द्वारा सी-डैक के माध्‍यम से ई-महाशब्दकोश का विकास है, जो कि एक द्विभाषी-द्विआयामी उच्‍चारण शब्दकोश है । ई-महाशब्दकोश के वर्तमान शुरूआती संस्‍करण में प्रशासनिक कार्यक्षेत्र में प्रयुक्‍त होने वाले शब्‍दों को शामिल किया गया है । ई-महाशब्दकोश की विशेषताएं निम्‍न प्रकार होंगी :-

- देवनागरी लिपि यूनिकोड फोन्‍ट में प्रदर्शित की जाएगी
- हिंदी / अंग्रेजी शब्‍दों का उच्‍चारण
- स्‍पष्‍ट प्रारूप, आसान व त्‍वरित शब्‍द खोज
- अक्षर क्रम में शब्‍द सूची, सीधा शब्‍द खोज
- अंग्रेजी / हिंदी अक्षरों द्वारा शब्‍द खोज
- स्‍पीच इंटरफेस के साथ हिंदी शब्‍द का उच्‍चारण
- सामान्‍य शब्दकोश में सामान्‍यतया न पाए जाने वाले शब्‍द रूपों का पूरा विवरण तथा भाषा विशेष का शुद्ध उच्‍चारण
- शब्‍द / मुहावरों का प्रयोग
- शब्‍द / मुहावरों को चित्रों के माध्‍यम से (जहां लागू हो) पूर्ण रूप से दर्शाना

Subject : New Timings for CGHS Wellness Centres

The undersigned is directed to state that with a view to improve the functioning of CGHS and ensure optimum utilization of available manpower resources, it has been decided to revise the timings of CGHS Wellness Centres from the present timings of 7.30 AM to 1.30 PM to the new timings of 9.00 AM to 4.00 PM.

2.    The CGHS Wellness Centres in New Delhi which are currently functional for 24 hours, will continue to function as usual in shifts.


3.    The diagnostic laboratories and yoga centres functioning in the CGHS Wellness Centres will open at 8.00 AM and close at 3.00 PM.

4.    The Registration counters in CGHS Wellness Centres will start registration at 9.00 AM and close at 3.45 PM.

5.    A lunch break of 30 Minutes will be allowed to all officers and staff of cons Wellness Centre. The CMO in charge will manage the operations of the Wellness Centre in such a manner by allowing flexible timings for lunch to the officers and staff that the operations of the CGHS Wellness Centre is not brought to halt at any time.

6.    The new timings will be implemented in the CGHS Wellness Centres in New Delhi /NCR. Orders for its implementation in other places will follow.

7    The new timings for CGHS Wellness Centres will be effective from 1st January, 2013.

8.    This issues with the approval of Minister of Health and Family Welfare.

House Building Advance to Central Government Employees

1. The Scheme of House Building Advance to Central Government Employees is aimed at providing assistance to the Government employees to construct/acquire house/flats of their own. The scheme was introduced in 1956, as a welfare measure. Ministry of Urban Development & Poverty Alleviation act as the nodal Ministry for the same.
2. House Building Advance is admissible to all those temporary employees also who have rendered 10 years of continuous service. The Ministries/Departments are delegated powers to sanction House Building Advance to their employees in accordance with the House Building Advance Rules.
3.With effect from 27-11-2008, the following provisions of grant of  House Building Advance shall be in operation, until further orders:-
(i).The maximum limit for grant of HBA shall be 34 months'  of pay in the pay band subject to a maximum of  Rs. 7.50 lakh or cost of the house or the repaying capacity whichever is the least, for new construction/purchase of new house/flat.
(ii).The maximum limit for grant of HBA for enlargement of existing house shall be 34 months' pay in the pay band subject to a maximum of Rs. 1.80 lakh or cost of the enlargement or repaying capacity, whichever is the least.
(iii).The cost ceiling limit shall be 134 times the pay in the pay band subject to a minimum of Rs.7.50 lakh and a maximum of Rs.30 lakh relaxable up to a maximum of 25% of the revised maximum cost ceiling of Rs.30 lakh.
4. The rate of interest on House Building Advance is between 5% to 9.5% ,depending on the loan amount.
5. The repaying capacity of Govt. servants who have more than 20 years of remaining service has been revised from 35% to 40% of pay. (Pay means pay in the pay band).
6. The salient features of House Building Advance Rules are as follows-

1. ELIGIBILITY
  • Permanent Government employees.
  • Temporary Government employees who have rendered at least 10 years continuous service.
  • To be granted once during the entire service.
If both the husband and wife are Government of India employees and eligible for HBA, it shall be admissible to only one of them.
2. PURPOSE
HBA is granted for:
1.    Constructing a new house on the plot owned by the official or the Official and the Official's wife/husband jointly.
2.    Purchasing a plot and constructing a house thereon.
3.    Purchasing a plot under Co-operative Schemes and Constructing a house thereon or acquiring house through membership of Co-operative Group Housing Scheme.
4.    Purchasing /construction of house under the Self-Financing scheme of Delhi, Bangalore, U.P., Lucknowetc.
5.    Outright purchase of new ready-built house/flat Housing boards, Development Authorities and other statutory or semi-Government bodies and also from private parties.*
6.    Enlarging living accommodation in an existing house owned by the official or jointly with his/her wife/husband. The total cost of the existing structure (excluding cost of land) and the proposed additions should not exceed the prescribed cost ceiling.
7.    Repayment of loan or advance taken from a Government or HUDCO or Private source even if the construction has already Commenced, subject to certain conditions.
8.    Constructing the residential portion only of the building on a Plot which is earmarked as a shop-cum-residential plot in a Residential colony.
* Private party means registered builders but not private individuals.
3. CONDITIONS:
a) The applicant or spouse or minor child should not already own a house in the town/Urban agglomeration where the house is proposed to be constructed or acquired.
b) The title to the land should be clear. The land may be owned either:


- by the Government employee; or

- jointly by the Government employee and spouse.
c) COST CEILING                                           
134 times of pay in the pay band subject to a minimum of Rs. 7.50 lakh and a maximum of Rs.30 lakh
Administrative Ministry may relax the cost ceiling   to 25% of cost ceiling mentioned above in the individual cases on merits.
(Effective from 27th November, 2008)
d) AMOUNT OF ADVANCE:
  • will be the LEAST of the following:-
(i) 34 times the pay in the pay band.
(ii) The cost of construction.**
(iii) Rs. 7,50,000/- ***
(iv) Repaying Capacity.
** 80% of cost in rural areas.
*** Rs. 1,80,000/- in case of enlargement of existing house.
e) REPAYING CAPACITY:-
Repaying Capacity is computed on the following basis:-

5. TIME SCHEDULE FOR UTILISATION OF HBA:

6. REPAYMENT OF ADVANCE:
The recovery of advance shall be made in not more than 180 monthly installment and interest shall be recovered thereafter in not more than 60 monthly installments. In case Government servant is retiring before 20 years, repayment may be made in convenient installments and balance may be paid out of Retirement Gratuity.
7. INTEREST
The rate of interest on Housing Building Advance with effect from 1st April, 2003 are as follows:-

8.COMMENCEMENT OF RECOVERY:

The pay for the 24th month after date of drawl of instalment for purchase of land, whichever is earlier.
COMMENCEMENT OF RECOVERY (CONT'D):
Ready built flat.
* Pay for the month following the month in which advance was drawn.
Purchase of Flat under SFS from Development Authority/Housing Society.
* From the pay for the 18th month after date of payment of 1st instalment.
* The sanctions of HBA should invariable stipulate a higher rate of interest at 2.5% above prescribed rates with the stipulation that if conditions attached to the sanction are fulfilled, rebate of interest to the extent of 2.5% will be allowed.
9. CREATION OF SECOND MORTGAGE:
The Government servants who have obtained HBA from the Government may be permitted to create a second charge on the property provided they obtain prior permission of the Head of the Department and the draft deed of second mortgage is submitted to the Head of the Department for scrutiny. Such a second charge may be created only in respect of loans to be granted for meeting the balance cost of houses/flats byrecognised financial institutions.
10.PROVISIONS FOR SAFE RECOVERY OF HOUSE BUILDING ADVANCE:   
(i). As a safeguard of the House Building advance, the  loanee Government employee has to insure the house immediately on completion or purchase of the house, as the case may be, at his own cost with Life Insurance Corporation of India and its associated units.   The house/flat constructed/purchased with the help of House Building advance can also be insured with the private insurance companies which are approved by Insurance Regulatory Development Authority(IRDA).  However, the insurance should be taken for a sum not less than the amount of advance against damage by fire, flood and lightning, and has to be continued till the advance together with interest is fully repaid to Government.
(ii).The house constructed/purchased with the help of House Building Advance has also be mortgaged in favour of the President of India within a stipulated time unless an extension of time is granted by the concerned Head of the Department. After completion of the recovery of the advance together with interest thereon, the mortgage deed is re-conveyed in a proper manner.
