Suspension orders, charge sheets not personal information: CIC
New Delhi, Aug 21 Suspension orders and charge sheets issued to government officials should be disclosed under the RTI as these are not personal information, the Central Information Commission has held.
The transparency panel held that charge sheets and suspension orders are issued as part of public activity and cannot qualify as personal information, hence should be disclosed to RTI applicants.
The case relates to an RTI application filed by Jayalaxmi who sought to know the names of Syndicate Bank officials who are on suspension and those against whom charge sheets have been served.
The bank rejected the information saying that there is no public interest involved in the application, it is of third party information and further, it would impede the process of investigation and departmental enquiry.
During the appeal hearing, the CIC said all relationships usually have an element of trust, but all of them cannot be classified as fiduciary.
Information Commissioner Shailesh Gandhi said an important characteristic for the relationship to qualify as a fiduciary relationship is that the information provider gives the information for using it for the benefit of the one who is providing the information.
"The information like names, designation and branch of the employees/officers working in Karnataka state who are under suspension from the services of the bank and further who are issued with charge sheet as on date has not been provided by the officers to Syndicate Bank and hence it cannot be said to held in a fiduciary capacity,"Information Commissioner Shailesh Gandhi said.

Dear Comrades,

Someone hacked our p3 chq E-mail and sending E-mails to all General Secretaries and Circle Secretaries and Divisional Secretaries whom email-ID were saved in the e-mail as if I am away from India, Lost my purse, struggling for settlement of Hotel Bill etc. and send $ 1500.

Our email has not been opened since yesterday. Somebody has blocked to misuse the same perhaps by changing the password.

All are requested not to send any e-mail to p3chq@hotmail.com Temporarily and also ignore whatever message to have been received from the E-mail ID.

We create a fresh one and inconvenience cause regretted.

The Government has issued instructions that with effect from the reporting period 2008-09, the full Annual Performance Assessment Report (APAR) (earlier known as ACR) after completion shall be communicated by the Section entrusted with the maintenance of APAR to the concerned officer. No instructions have been issued to merely show the APAR and obtain any certificate to this effect.
This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions Shri V.Narayanasamy in written reply to question in the Lok Sabha today.

FEDERAL WORKING COMMITTEE OF FNPO HELD AT CHENNAI ON 08.08.2011 DECIDED TO JOIN THE ONE DAY STRIKE AGAINST THE NEW PENSION BILL (PFRDA BILL) –CALLED BY THE CENTRAL GOVERNMENT EMPLOYEES ORGANIZATIONS. THE FEDERAL EXCUTIVE OF NFPE HELD AT LUCKNOW ON 26TH & 27TH JULY 2011 HAS ALREADY ENDORSED THE DECISION OF THE 2011 JULY 2ND ALL INDIA CONVENTION TO ORGANIZE ONE DAY STRIKE AGAINST PFRDA BILL. IN THE POSTAL SECTOR STRIKE WILL BE UNDER THE BANNER OF JCA (NFPE/FNPO).

Directorate has informed that a meeting of the Committee constituted for reviewing the Speed post hubs and L1, L2 for first class mails (Mail Network Optimisation Project) will be convened soon. Directorate has requested the staffside to send the following information before 08-08-2011, for the purpose of structured discussion on the subject.
a) Specific cases of delay observed in Speedpost arrangements with complete details, if any.
b) Specific concerns arising from classification of mail offices in terms of L1 and L2 for first class mails, if any.
All Circle/Divisional/Branch Secretaries are requested to furnish the above information in respect of their Circle/Division immediately. Specific cases should be cited with full details. Regarding speedpost hubs latest position as on date should be reviewed at Circle/Divisional/Branch level before furnishing the specific cases. Karnataka circle RMS Employees indefinite Strike continued to 3rd day

The Bangalore RMS & T.D,Stg employees continued their strike to 3rd day. They opposed merger of CRC section TDstg building to CITY RMS.

Photos of lunch hour demonstration by both POSTAL & RMS JCA Karnataka circle.300 to 400 both postal & RMS employees participated in lunch hour demonstration in front of CPMG KAR Circle & opposed the ARBITRARY ORDER.

The meeting with officers was not fruitful. A memorandum has been submitted after the demonstration to the DPS for n/a.
