GOVT IS ADAMANT, NOT BOTHERING ABOUT MAIL DETERIORATION AND UNWARRANTED DELAY IN DELIVERY BY OPTING OPTIMIZATION PROCESS
| Govt. is adamant, not bothering about mail deterioration and unwarranted delay in delivery by opting optimization process We have no other alternative except to strengthen struggles to save postal service. MAIL OPERATIONS BEING REVAMPED AND TRANSFORMED IN PHASED MANNER The meeting of the Consultative Committee attached to the Ministry of Communications and Information Technology was held here today to discuss the Mail Network Optimization Project of Department of Posts. In his opening remarks Shri Kapil Sibal, Minister for Communications and Information Technology said that Department of Posts decided to revamp mail operations in line with the international best practices and include a project in the 11th Five Year Plan for consolidation and optimization of the existing mail network. The completion of project would result in improved mail related services to the public. The need for optimization of the mail network was felt to address the problems of fragmented mail network, functional duplicity, change in mail profile, development in air and road transport, customer demands and induction of technology. The project seeks to improve the quality of mail operations by Optimization and consolidation of mail operation network across the country. Greater standardization of processes followed in mail operations. Identification, evaluation and implementation of appropriate technology in mail processes. Optimization of mail delivery processes. Effective performance management mechanism through Key Performance Indicators (KPIs). In the first phase Speed post and International mail have been covered but project would cover all kind of mail in phased manner. Under the redesigned Speed Post Operational network, 89 Sorting hubs and 68 Intra- Circle hubs across the country have been created taking into account factors such as volume of mail, distance between Post Office and proposed hub, transmission options etc. Members of the committee who attended the meeting emphasized the need and importance of post offices in the life of rural population and young generation and urged to open new post offices in view of greater need and public demand.***** Source: Press Information Bureau Release 13th June, 2011 |

There is no strike from IP/ASP side
| Don't be afraid of proposed strike, now there is no strike from IP/ASP side. I am still of the view that we should go for mass casual leave at least on the first day of strike, if we do not have stamina to go for even one day strike . Any way we have to ibid by the CHQ. Following is the decision from CHQ: Dear Friends, In response to the Email/SMS sent to all CHQ Office Bearers and Circle Secretaries on 10.06.2011, Two Circle Branches have not replied so far. One Circle Branch is defunct. 19 Circle Branches have replied as follows: No. of Circles in favour of Strike 7 No. of Circles not in favour of Strike 5 No. of Circles not taken any decision and left the decision to CHQ 7 Majority of the Circle Branches are not in favour of the strike. Hence, CHQ is not issuing strike notice with effect from 05.07.2011. Decision regarding strike/agitational programme will be taken by ensuing Central Working Committee of the Association. Views on Indefinite Strike from 5th July 2011 - IP ASP Association Joining Strike from 6th July with mass CL on 5th July
| Dear Roop Chandji The Punjab Circle Association welcomes the initiative of the CHQ to build up a united struggle for the cause of IPASP. The members of the association have conveyed their support to all the demands given in charter in one voice and appreciated the united strike call. In view of the response of the members we are of the view that we should join Strike on 6th July 2011 keeping 5th July reserve for mass casual leave. The threat or actuality of a strike by an association is a powerful tool so we should grab it by availing mass C/L on 5th July 2011, strike on 6-7-2011. For rest of the period we should extend full and whole hearted support to the proposed indefinite strike. It is also requested that para (iii) of the charter of demand may kindly be amended as under: “Consequent upon introduction of postmaster cadre there should not be any representation of General line officials in PS Group B now. Out of 116 post of Sr. Postmaster, 52 posts of Sr. Postmaster should be filled up from General line and rest of 64 posts may be filled from IP line through LDCE”. STRIKE NOTICE SERVED – DON THE BATTLE DRESS – BE PREPARED FOR MASSIVE ACTION FROM 5TH JULY 2011 Reports are pouring in from divisions and circles that there are massive demonstrations on all headquarters held today and served the strike notice. The involvement of branches and divisions and circles are most encouraging. Detailed reports will be published after collecting details. Let us strengthen the movement further to save the Postal and continue the same spirit in organizing the workers. Have visit to all corners in the days to come and mobilize one and all for the indefinite strike to be commenced from 5th July 2011. The following published by the Divisional Secretary, Bhubaneswar in his web site is most opt and worthy for reproduction in this blog. Let me think, "If I am an active member, or just belong ?" Am I an active member, quite strong and bold, Or, I am just satisfied because my name is enrolled ? Do I know my constitution with goals and objectives, Or just careless because known to my leaderships ? Am I aware of the activities undertaken by my union, Or just I have kept a watch on the problems of my own ? Do I attend the meetings regularly and try to realize, Or just stay at home and intend to criticize? Do I keep any interest for welfare of the mass, Or just satisfy my own, saying “Yes Boss”? Do I like to come together with the flock? Or just stay alone to find fault and knock? Have I ever visited a member who is sick? Or shift the responsibility to a few and talk about the clique? The existence of my Organization is at stake – Am I aware, Or my status and pension are intact! – Am I quite sure? Post Offices will be closed and A Company will rule, If I don’t react to save, won’t I be a fool? Things will be outsourced and there will be a blow, What shall I do and where shall I go? Helter-skelter everywhere, false assurances perplexing, Can’t I do something to see my people smiling? India is mine, so also India Post and its employees, Right time has come for me to know and realize. July 5th Indefinite Strike is the right occasion to answer, Active participation for a total success irrespective of cadre. If not this time, everything will be wrong, Let me think, if I am an active member, or just belong? |

State Level Conventions – Grand Success
| State Level Conventions – Grand Success 29.05.2011 1.MADHYA PRADESH The State level JCA Joint convention of M. P. Circle was held at Bhopal. About 200 Divisional secretaries and all the circle secretaries of NFPE, FNPO and GDS unions attended. Com. M. Krishnan, Secretary General, NFPE, Com. T. N. Rahate President FNPO, Com. Balwinder Singh, Financial Secretary, P3 CHQ, Com. Mahendra Pratap singh Vice President GDS addressed the convention. The convention was well organized and there was more enthusiasm felt among the participants and the convention was a very big success. 2.JHARKHAND The State level convention was held at Ranchi GPO and there was a good gathering ground 100 comrades from all Divisions. Com. R. N. Parashar, Asst. Secretary General, NFPE, Com. R. K. Ambasta, Deputy General Secretary R3 FNPO, Ashok Kumar Singh, General Secretary, R3, FNPO and Com. Jageshwar Sahu, Asst. General Secretary, GDSU addressed the convention. The convention ended with the determination to make the 5th July programme by 100% success. 3.PUNJAB The State level convention of Punjab Circle was held at Ludhiana and around 100 Divisional Secretaries, office bearers of all the unions participated. Com. Ishwar Singh Dabas, General Secretary, p4 NFPE was the main speaker. The convention ended with the note of unity and sent the message for strong action from 05.07.2010. 4.ANDHRA PRADESH A. P. Circle unions organized a mamooth gathering of all Divisional secretaries of NFPE, FNPO & GDS unions at Hyderabad and more than 350 office bearers participated in the convention held at Hyderabad on 29.05.2011 Com. D. Kishnarao, General Secretary, P3 FNPO and com. Satyanaryana, General Secretary, Postal Accounts, NFPE, Com. Seethalakshmi, Asst. Secretary General NFPE, Com. Panduranga Rao, Asstt. General Secretary, GDS and Com. B. Shivkumar, ASG, FNPO addressed the convention. The convention was a great success. 5.ODISHA The Convention was well attend by around 250 comrades through out the circle and it was presided by Com. R. C. Mishra, All India Vice President, P3, CHQ Com. P. Suresh, General Secretary, R4, NFPE, Com. Nirmal Singh, Circle Secretary, GDS addressed the convention. The convention ended with the firm commitment to make the strike grand success. 6.BIHAR State Convention was held on 29.05.2011. Presided by Com. Tripathi, Circle Secretary, R3, FNPO, U. P. Circle. Com. Giriraj Singh, General Secretary, R-3, NFPE addressed the convention. About 200 Divisional/Circle Secretaries and office bearers of NFPE, FNPO and GDS unions attended. All Circle Secretaries also addressed. Indeed a very grand convention. 7.CHATTISGARH A state level convention conducted at Durg. Com. D. K. Rahate, All India President, NFPE and other leaders addressed. More than 150 comrades attended. The convention decided to make the indefinite strike 100% success. In the remaining Circles the state level convention will be held on the following dates: - 05.06.2011 - Maharashtra, Rajasthan, Tamilnadu, Uttar Pradesh 12.06.2011 - Gujarat, Kerala, Uttarakhand 04.06.2011 - Karnataka, Haryana Date not yet finalized – Himachal Pradesh, Assam, Jammu & Kashmir, North East, West Bengal (M. VIEWS ON EXTENTION OF SUPPORT TO STRIKE
| As you are aware that CHQ has already extended its support to the indefinite strike call from 5th July 2011 given by Postal JCA comprising NFPE, FNPO and GDS Unions. General Secretary through email and SMS has asked CSs to consult our CWC members and take a decision whether we should also go for strike and issue notice to the Department for strike with effect from 05.07.2011 for non settlement of our cadre issues .The final decision of our Circle is to be conveyed to GS by 13.6.2011. Keeping in view the decision of CHQ I request all the members to convey their opinion to Sh. INDEFINITE STRIKE FROM 5TH JULY COMPLETE SUCCESS
Dear Friends and Comrades,
The Secretary, Department of Posts, along with the other Members of the Postal Services Board and Senior officers held discussion with the Central JCA Leaders on the Charter of demands on 06.06.2011 and 07.06.2011 at Dak Bhawan. On 6th some of the items in the charter was discussed. 7th discussion was mainly confined to the issues relating to the mails. The Postal Board took a stand that the reorganization initiated in the mails sector such as speed post hubs, first class mails hubs, delivery hubs etc are to be continued and they sought the full cooperation of the staff side. The staff side made it clear that we strongly oppose the implementation of speed Post hubs, first class mails hubs, delivery hubs etc which are being implemented as per Mckinsey recommendations. We made it clear that public mail is being badly delayed and the confidence of the public is eroding day by day due the unscientific restructuring of mails sector. The Postal Board went on repeating its arguments justifying the hub experiment. No consensus could be arrived AND HENCE THE TALKS FAILED.
The Central JCA leaders met after the discussion and took the following decisions.
1. No compromise can be made on issues affecting the very existence of the Postal Department. No closure of any office or introduction of Mckinsey recommendations in the mails sector such as hub system can be allowed as it will completely ruin the Postal department and will facilitate for the growth of private courier services.
2. Other demands of the charter of demands should also be settled to the satisfaction of the staff side.
3. The strike preparations should be intensified in all circles and divisions.
4. Strike notice will be served on 14.06.2011.
5. All India Joint Convention of JCA on 19.06.2011 at Chennai should be made a grand success. All Circle secretaries of NFPE, FNPO and GDS Union and also All India office Bearers should attend the All India Convention without fail. The venue of the convention is Sree Padmam Kalyana Mandapam, No. 6/2, Radhakrishnan Street, T. Nagar, Chennai – 600017, Near Pondy Bazar Bus stop, T. Nagar HPO.
6. The Central JCA will meet again at Chennai on 19.06.2011
