Unite all GDS for the cause of our justified demands.
You are all aware that Com. Krishnan & Co are continuously making false propaganda against AIPEDEU through SMS and print Media when AIPEDEU launched struggles for the cause of GDS justified demands. We all faced such type of ill motto and false propaganda during historic indefinite strike in the month of October, 2012

We would like to bring the realities and facts to our GDS fraternity. During our indefinite strike, Department of posts positively recommended for enhancement of bonus ceiling Rs. 3500/- to GDS employees. Hon’ble Minister for Communications & IT Sri Kapil Sibal also recommended positively by writing letter to Finance Minister. After examining the issue Finance Minister sent back the file to the department for seeking some clarifications.

Com. S.S. Mahadevaiah, General Secretary and Com. B.V. Rao, Asst. General Secretary met Hon’ble Secretary, Department of Posts Smt. Manjula Prasher, on 01.01.2013 at Secretary’s Chamber. The leaders were informed that a committee of three officers of Directorate headed by Sri Alok Saxena, DDG(Estt.) was constituted to discuses and decide the issues raised by finance ministry. Hon’ble secretary assured our leaders that the report of the committee will be submitted to the Finance Ministry within one month. She also assured that she will try her level best to grant Rs. 3500/- bonus to GDS officials as early as possible. Our leaders expressed heartful thanks and New Year Greetings on behalf of GDS fraternity to the Secretary Department of Posts.
Appeal to Branch/Divisional Secretaries
Meet your local M.Ps and request them to send letters to Finance Minister and communication Minister to grant enhancement bonus ceiling Rs. 3500/- to GDS employees.

All our Branch/Divisional Secretaries are requested to meet your local M.Ps between 7th January,2013 to 16th January, 2013 at your convenient and requesting them to send letters to the Finance Minister and communication Minister to recommend for bonus enhancement to GDS employees. Submit the note on Bonus demand to your M.Ps. We are sending the note along this circular. After obtaining the letter from M.Ps, it may be sent to our CHQ to publish in Rural Postal Employees.

MEDICAL SCHEME
Regarding Medical scheme department started software work for preparing health cards. After completion of this work, Medical Scheme will be implemented. Date Collection i.e. particulars of GDS and his family members will be done at divisional level.

              
Due to continuous efforts of our CHQ, the department of posts is seeking information from all divisional heads to review the Nataraja Murthy committee recommendation regarding one point for Rs. 20000/- cash handling. All our divisional/branch secretaries are requested to ask the divisional heads for sending in formation what directorate required as early as possible.

Two days strike in February 2013
All Central Trade Unions, Independent Federations and All India Unions have taken decision to go on two days strike i.e. 20 and 21st February 2013 against anti workers policies of the central Government. This is the first strike conducting two days against the policies of the central Government after independence. We appeal all our members to participate and conduct two days strike effectively. Charter of demands and strike notice will be sent soon.  
CHQ Quota
All the Divisional/Branch Secretaries are requested to send quota/arrear quota to CHQ as early as possible. We have not received quotas from the most of the circles for last one year. Circle Secretaries are requested to motivate Divisional/Branch Secretaries to clear quota to CHQ. Treat this an urgent. Otherwise it is difficult to maintain CHQ for day to day activities and struggles.

We would like to conduct second central working committee in the month of March/April in Andhra Pradesh. Details will be published in the next circular

Note on Bonus to submit your local Hon’ble Member of Parliament
Grass injustice and discrimination has been done to Gramin Dak Sevaks of postal department by denying Bonus Ceiling of Rs. 3500/- at par with Departmental Staff. Grant bonus Ceiling Rs. 3500/- to GDS without any discrimination as this section is neglected, discriminated and ill treated throughout right from British regime to till date. It is not the Agency system in existence but the Sevaks are really sevaks for the department of posts and the rural India. Unscientific assessment of workload, compensation of Rs.500/- for the work of 3-5 hours daily, incentive for insurance (not commission like LIC), detaining GDS at the office to assist departmental staff etc., are a few examples how this section of the society is exploited in the system. So, we feel grave injustice would be caused if the benefit already given to GDS like Bonus ceiling is snatched. The 2.7 lakh GDS employees are urging in one voice to end this blatant injustice without any further delay. If there was not justification, the Bonus file would not have been resubmitted by the communication ministry time and again. It is high time we believe to settle the issue in favour of the GDS who are the key nerve of the postal net work.
Kindly look into the matter in the best interest of this toiling GDS and cause to grant Bonus ceiling of Rs.3500/- at the earliest for which we are ever grateful.

THEY STARTED THE FIRST SCENE WITH LIES AND LIEF ON TUESDAY 1 JANUARY 2013!!!

How can we sabotage 12-12-2012 strike by posting news on 11th mid night?

If we had any idea to sabotage strike , we would have flashed the news on 10th as said  by Krishan & Co.

TRUTH ON FLASH NEWS

We got information from some sources on 11th late evening that bonus file is cleared by Finance, with enthusiasm we posted the news on midnight.

On what capacity Krishan and Co questioned us regarding 12-12-2012 one day strike?

2)     Has Krishan & Co extended even moral support to GDS Indefinite strike? Is not fact the rank & file members of NUGDS (FNPO) participated in the GDS strike against the wish of their leaders? With working class spirit. After the GDS strike Krishan & Co started false propaganda about the strike? We have already challenged to publishthe figures of the strike obtaining under RTI Act? But this leader kept quiet publishing his own figures to create confusion among GDS. Have Krishan &Co guts to publish the and authorized figures of 12-12-2012 strike and 16-22 GDS strike?

Suppose if there is any ill motto in the struggles, first support the struggle, then reveal it to the employees that are the quality of the true leader? What this leader done? Opposed the GDS struggle and sabotage the GDS strike. It is shame to all the members of NFPE having such leader as secretary general.

3)     AIPEDEU support all the working class struggles. We extended our support to 12-12-12 strike through our website. We are not going back to take action against any our leader to act in favor of administration. Has Krishnan & co. ready to take action against such leaders who opposed the working class struggles and strikes?

4)     Krishnan & co. has morality to ask us the question about strikes. The yes-men of Krishnan & co. tried with full strength to sabotage 2012, October indefinite strike by threatening directly GDS employees. Most of the department employees and circle secretaries and divisional secretaries of P-3, P-4, R-3 and R-4 morally supported our strike and some departmental employees participated in the strike ignoring the “Pathwa” of dictators. We clearly told that we are not against departmental unions and employees. We are against the leaders who sat in the silence after abolishing 17093 direct recruitment vacancies in the cadre of group- B, C and D. we are against the leaders who lost the capacity to conduct struggles for justified demands of employees.

5).    Krishnan & co. intentionally propagated through SMS that “ Mahadevaiah has given letter to the administration to take action against those who participated in the 12th December strike. NFPE will publish the letter.” After our challenge, Krishnan & co. changed their version and told that the GDS leaders demanded always blaming Mahadevaiah by false news and views.
6)     It is Known fact that after the October 2012 indefinite strike, the justified demands of GDS has been considered through the Lilliput leaders of Krishnan & co. opposed the strike to exhibit the anti GDS policy by sabotaging the strike. It is an admitted fact that the Hon’ble Minister for Communication and IT Sri Kapil Sibbal recommended for bonus ceiling enhancement to Finance Minister during the strike. As stated by Krishnan & co. the enhancement of bonus ceiling was not rejected. The finance ministry asked the Dept. of Posts to submit the revised proposal regarding justification of equal bonus. Secretary, Dept. of Posts assured GDS leaders, that she will try her level best to grant Rs. 3500/- bonus to GDS officials as early as possible. AIPEDEU should pursue the matter with determination till the matter would be settled.

7)     We always say that nobody except Krishnan & co. divide departmental and GDS employees. So beware of this company. Ignoring this company we should build broader unity among Departmental employees and GDS employees. We have also agreed that NFPE never misguided the employees but the destructed leaders like Krishnan & co. under the disguise of NFPE can misguide the employees.

India’s first Mobile Application for Women Safety

Tech Mahindra had long back developed an application called FightBack which was being used only by the staff members of Mahindra Group.
After the gang-rape of a woman in New Delhi, Mahindra’s has now thrown open this smart phone application for public use, beyond Mahindra employees.
The FightBack application tracks a user’s location and sends SOS messages to selected contacts in case of an emergency.
This application is now available for download on the company website for free & IS ONLY FOR INDIAN MOBILE NUMBERS.
The FightBack app allows the user to press on a panic button whenever he/she feels unsafe.
It tracks the location using GPS and alerts chosen contacts about the location map and is available on Android and Blackberry.

NFPE HAS GIVEN THE CORRECT NEWS

MAHADEVAIAH GROUP FLASHED THE FALSE NEWS DELIBERATELY ON 10TH DECEMBER 2012 TO SABOTAGE THE 12TH DECEMBER 2012 STRIKE

MAHADEVAIAH GROUP GDS UNION HAS NOT GIVEN STRIKE NOTICE FOR 12TH DECEMBER 2012 STRIKE

1.   On 10th December 2012 when all are actively campaigning for the success of the 12th December 2012 joint strike, the Mahadevaiah Group GDS Union flashed the following news in their website -

“FLASH AND GLAD NEWS – BONUS FILE CLEARED BY FINANCE TODAY”
They deliberately gave publicity to this false news just to create confusion among the GDS and to sabotage the 12th December strike.

2.   After 12th December strike NFPE put the following news in its website.
“Regarding GDS Bonus the propaganda made by Mahadevaiah Group GDS Union is totally false. Finance Ministry has not approved the proposal for raising the GDS Bonus ceiling to Rs. 3500/- but returned the file without approval.”
(This news item is still in the NFPE website and anybody can verify it.)

3.   Now, after the 12th December strike, the Mahadevaiah Group GDS union openly admitted that the Bonus File is not cleared by Finance, but the File was returned to Postal Directorate without approval. Now in the website of Mahadevaiah group the following lines are written.
“FINANCE MINISTRY HAS SENT THE FILE BACK TO THE DEPARTMENT OF POSTS FOR SOME CLARIFICATION”

4.   Now let the readers and employees judge, who is right and who is wrong. Who is giving correct news and who is spreading false news. NFPE has given the correct news and Mahadevaiah group has published false news and subsequently corrected it after NFPE putting the correct news. They have lost their credibility and they are trying to cover up their ill motivated false propaganda by putting the blame on NFPE.

5.   It is an admitted fact that Mahadevaiah group GDS Union has not given strike notice for the 12th December strike. They tried their best to sabotage the 12thDecember strike. Their leaders have demanded the administration to take disciplinary action against those employees who participated in the 12thDecember strike. NFPE has already published one such letter in its website and anybody can read it.

6.   Can Mahadevaiah group GDS Union prove that they have given strike notice to the Secretary, Department of Posts, for the 12th December strike? Can Mahadevaiah group GDS Union deny that their leaders have not written any letter to the administration to take disciplinary action against those participated in the 12th December strike? Can Mahadevaiah group deny that the letter written to the administration by their leader published in NFPE website is a false one? No, they cannot.

7.   The issue of raising Bonus ceiling of GDS from 2500/- to 3500/- was an important item in the memorandum submitted by Confederation to the Hon’ble Prime Minister of India, Finance Minister and Cabinet Secretary during the Parliament march and also in the strike charter of demands of the 12thDecember 2012 strike served to the Cabinet Secretary and the Secretary, Department of Posts. Many MPs irrespective of political affiliation and also Union Cabinet  Ministers have written letters to Hon’ble Prime Minister to consider the demand of the Confederation. Further both NFPE and FNPO has jointly demanded the Government to raise the bonus ceiling of GDS. The Minister of States for Communications and the Secretary, Department of Posts, has assured the JCA leaders that the case will again be forwarded to the Finance Ministry with favourable recommendations. The Secretary, Department of Posts has informed the JCA leaders that Cabinet Secretary was also appraised of the matter. The efforts made by NFPE, FNPO and Confederation and the mass-scale participation of the employees (Departmental as well as Gramin Dak Sewaks) in the 12thDecember Strike has its own impact.

8.   The attempt of the Mahadevaiah group to project themselves as the only union for the GDS was thoroughly exposed in the 12th December strike and more than 80% of the GDS joined the strike call given by NFPE & Confederation, inspite of the fact that Mahadevaiah Group GDS Union has not given the strike notice and has not conducted any campaign programme to make the 12th December strike a success. More and more GDS leaders from Mahadevaiah group including All India office bearers are joining the newly formed AIPEU GDS (NFPE).  In the 12thDecember strike, the unity of the Departmental employees and Gramin Dak Sewaks was restored and those who are trying to divide the GDS and Departmental employees cannot continue their nefarious game any more.

9.   ACTUAL POSITION OF GDS BONUS

As already exhibited by NFPE in its website, the GDS Bonus file was not clearedby Finance Ministry but returned to Department of Posts without approval.The reason stated by Finance Ministry is as follows -

Up to 2006 GDS were also paid equal Bonus on pro-rata basis along with regular employees. The One-man Committee (Nataraja Murthy Committee) appointed by Government has recommended that GDS are not eligible for equal bonus with regular employees and the payment made up to 2006 was unjustified as per the commission’s recommendations. This recommendation of the Nataraja Murthy Committee was accepted by the Government and Postal Board. Accordingly it was decided not to raise the Bonus ceiling from 2500 to 3500. After that the Department of Posts has not undertaken any fresh study to justify the payment of equal Bonus (3500) to GDS. Postal Department should conduct a fresh study by another committee and submit revised proposal justifying the payment of equal bonus to GDS. Such revised proposal, if any, submitted after fresh study will be examined by the Finance Ministry and if found justified will be considered for implementation from the next financial year i.e., 2013-2014. Regarding this financial year’s Bonus Finance Ministry is not ready to reconsider it. That means the Bonus for the current financial year (2012-2013) stands rejected. This is the stand of the Finance Ministry.

10.  Now the Department of Posts has constituted a Committee of officers to make fresh study of the case and submit fresh proposal to the Finance Ministry for consideration and approval. The Postal Board has assured the JCA (NFPE + FNPO) that the study will be completed quickly and fresh proposal will be submitted to Ministry of Finance. Definitely the JCA will take necessary follow up action.

11.  The anti-NFPE minded leaders of the Mahadevaiah group GDS Union should clearly understand that their repeated attempt to divide GDS employees and Departmental employees is not going to work any-more. GDS will stand with NFPE. NFPE will never misguide the employees, but will always stand by the truth. Please remember that

Department of Posts released India Post 2013 Calendar based on the theme of  Astrological Signs.

The occult has always held a fascination for the human mind. Whether it is deemed an art or a mathematically accurate science, the fascination remains. From the days of  Vedic astrology and the Delphic Oracle to current days, we have an inherent curiosity about ourselves, our past and future.

Consumer Price Index Numbers for Industrial Workers (CPI-IW) November 2012 

The All-India CPI-IW for November, 2012 rose by 1 point and pegged at 218 (two hundred and eighteen). On 1-month percentage change, it increased by 0.46 per cent between October and November compared with 0.51 per cent between the same two months a year ago. 

The largest upward contribution to the change in current index came from food items which increased by 0.86 per cent, contributing 1.01 percentage points to the total change. At item level, largest upward pressure came from Rice, Wheat Atta, Goat Meat, Milk, Onion, Potato, Tea (readymade), Snack Saltish, etc. The other items like Cooking Gas, Medicine (Allopathic), Bus Fare, Auto Rickshaw Fare, Flower/Flower Garlands, Tailoring Charges, etc. also put upward pressure in total change. 

The largest downward contribution to the change in current index came from Pulses and Products with a decline of 0.38 per cent, contributing (-) 0.03 percentage points to the total change. However, at item level, vegetable & fruit items like Cauliflower, Radish, Palak, Brinjal and Orange put downward pressure on the index. 

The year-on-year inflation measured by monthly CPI-IW stood at 9.55 per cent for November, 2012 as compared to 9.60 per cent for the previous month and 9.34 per cent during the corresponding month of the previous year. Similarly, the Food inflation stood at 10.85 per cent against 9.91 per cent of the previous month and 7.61 per cent during the corresponding month of the previous year. 

At centre level, Mysore recorded the largest increase of 7 points followed by Vijaywada (6 points) and Guntur, Tiruchirapally, Coimbatore and Bengluru (5 points each). Among others, 4 points rise was registered in 7 centres, 3 points in 10 centres, 2 points in 6 centres and 1 point in 20 centres. Nagpur centre reported a decline of 2 points and other 9 centres registered a fall of 1 point each. Rest of the 19 centres’ indices remained stationary. 

The indices of 41 centres are above All-India Index and other 36 centres’ indices are below national average. Puducherry’s index remained at par with all-India index. 

The next index of CPI-IW for the month of December, 2012 will be released on Thursday, January 31, 2013.

CGHS Hospitals – Getting treatment in emergency conditions
Under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialities…

Private hospitals have been empanelled under CGHS only for such specialities for which they are eligible as per the terms and conditions of empanelment. However under emergency conditions, the empanelled hospitals are expected to provide treatment of CGHS beneficiaries in all available specialities.

“Emergency” shall mean any condition or symptom resulting from any cause, arising suddenly and if not treated at the earliest opportunity would  be detrimental to the health of the patient or shall jeopardize the life of the patient".

CGHS beneficiary attending hospital in emergency: In such a situation the Hospital shall intimate  to BCA within 2 hours of admission and BCA shall respond in 4 hours (however treatment shall not be denied to any CGHS member and this is only an initiation of the e-workflow). Post discharge hospital would upload bills and  download documents as per requirements of CGHS within 72 hours.

TREATMENT IN EMERGENCY 
In emergency the hospital shall not refuse admission or demand an advance payment from the beneficiary or his family member and shall provide credit facilities to the patient whether the patient is a serving employee or a pensioner availing CGHS facilities, on production of a valid  CGHS card and the hospital shall submit the bill for reimbursement to the concerned Deptt. / Ministry / CGHS.  The refusal to provide the treatment to bonafide CGHS beneficiaries in emergency cases without valid ground, would attract disqualification for continuation of empanelment.

The following ailments may be treated as emergency which is  illustrative only and not exhaustive, depending on the condition of the patient :

Acute Coronary Syndromes (Coronary Artery Bye-pass Graft / Percutaneous, Transluminal Coronary Angioplasty) including Myocardial Infarction, Unstable Angina, Ventricular Arrhythmias, Paroxysmal Supra 
Ventricular Tachycardia, Cardiac Temponade, Acute Left Ventricular Failure / Severe Congestive Cardiac Failure, Accelerated Hypertension, Complete Heart Block and Stoke Adam attack, Acute Aortic Dissection.

Acute Limb Ischemia, Rupture of Aneurysm, Medical  and Surgical shock and peripheral circulatory failure. Cerebro-Vascular attack-Stokes, Sudden unconsciousness, Head injury, Respiratory failure, decompensated lung disease, Cerebro-Meningeal Infections, Convulsions, Acute Paralysis, Acute Visual loss.

Acute Abdomen pain.

Road Traffic Accidents / with injuries including fall. Severe

Hemorrhage due to any cause.

Acute poisoning.

Acute Renal Failure.

Acute abdomen pain in female including acute Obstetrical and Gynecological emergencies.

Electric shock. 

Any other life threatening condition.
