OFFICE MEMORANDUM

Subject: - Panel of Principal Private Secretary (PPS) of Central Secretariat Stenographers' Service (SSS) for the Select List Years 2010(part) and 2011.

The undersigned is directed to forward herewith panels of PPS of csss for the Select List Years 2010(part) and 2011 (as Annexure-I & II respectively to this OM) prepared in accordance with Rule 9 of Central Secretariat Stenographers' Service Rules, 2010 and Central Secretarial Stenographers' Service Principal Private Secretary grade Regulations, 2010.


2. The Concerned cadre units participating in CSSS are requested to notify the appointment of the officers working under them on regular basis to the PPS Grade provided they are clear from vigilance angle and no disciplinary proceedings are either pending or being contemplated against them. The regular promotion of the officers will take effect from the date of their joining in the cadre unit where they have been retained/nominated. In accordance with D0P&T's OM No.11013/3/2011-Estt.(A) dt. 04.04.2011, prior to grant of vigilance dearance to these officers, the cadre units are requested to ensure submission of Annual Property Return by these officers. The order of seniority of these officers in the grade of Principal Private Secretary of Central Secretariat Stenographers' Service will follow the serial order given In the endosed list, irrespective of actual dates of appointment.

3. Regular Private Secretaries, who were transferred to other cadre units on their adhoc promotion and have not completed the tenure prescribed in the Rotational Transfer Policy for CSSS personnel, have been retained in their present cadre units and as such their appointment may be notified by the concerned cadre Units. In accordance with the para 4 of consolidated instructions issued on RTP for CSSS personnel vide DoP&T's OM dated 15.07.1011, the cadre units are also requested to relieve the officers nominated outside the Ministry/Department within the stipulated period of 45 days.

4. A copy of the notification issued in this regard may be endorsed to this Department and Union Public Service Commission.

Ref: This office letter No. E(NG)II/96/RR-I/62/Vol.II dated 12.03.2007 (RBE No.37/2007).

Attention is invited to para 2 (iv) of Board’s letter under reference wherein criteria for Physical Efficiency Test (PET) has been prescribed as under:

Male Candidates
Should be able to run for a distance of 1500 metres in 6 minute in one chance.
Female Candidates
Should be able to run for a distance of 400 metres in 3 minutes in one chance.

2. Pursuant to representations received from various fora for relaxation of aforesaid norms, the matter has been deliberated upon and as per decision taken by Ministry of Railways (Railway Board) para 2 (iv) is hereby amended and be read as under:-

Male Candidates
Should be able to run for a distance of 1000 metres in 4 minute and 15 in one chance.
Female Candidates
Should be able to run for a distance of 400 metres in 3 minutes and 10 second seconds in one chance.

3. The above norms will be applicable in the recruitment process initiated vide notifications issued in July/August, 2012 as well as all future recruitment from open market in PB-I (Grade Pay: Rs.1800). Notifications ibid may please be amended suitably by issuing a corrigendum inviting fresh applications from those who wish to apply in view of revised norms of PET. These fresh applications will be in addition to those received earlier. While calling for fresh applications, extant instructions regarding time limit may be adhered to. This exercise may be carried out such that revised closing date does not exceed 31st January, 2013.

Sub: Revision of PPOs of pre-2006 pensioners/family pensioners use of e-scroll for retrieving information from Banks - reg.

The undersigned is directed to state that Annexure III has been used to obtain in formation from Banks for revision of PPOs of pre-2006 pensioners/family pensioners. It is seen that getting information from Banks is fraught with difficulties. Secondly, the Annexure III sent by the banks are in many cases incomplete to the extent that the calculation details are not available for evaluation by the PAOs and as such the Annexure is being used largely to confirm the existence of the pensioner/family pensioner and to link him/her with the current paying branch.

2. The Central Pension Accounting Office (CPAO) has suggested that e-scroll data, which is being received in CPAO from most of the banks may be used and the problems indicated above may be solved. The e-scroll contains 13 fields of information such as Name of the pensioner, PPO number (New) / PPO number (old), name of the Ministry, PAO code, bank name, BSR code, Account number, pension category, basic pension, DR, Additional Pension, Month of Pay and date of transaction. These fields may be useful for the purpose of revision of PPOs of pre-2006 pensioners/family pensioners. Another utility of e-scroll is that it may be used to eliminate invalid pensioners/family pensioners.

3. It is seen that the e-scroll is a factual and useful source of information of the pensioners/family pensioners. Therefore, it is recommended that e-scroll may be accepted for retrieving information for revision of PPO, in addition to Annexure III. Ministry of Railways, M/o Defence and Departments of Posts and Telecommunications (for pensioners receiving their pension through banks) are also requested to use e-scroll sent by the Banks in addition to Annexure III (Annexure IV in case of Defence pensioners) for the purpose of retrieving relevant information of such pensioners/family pensioners in case of whom Annexure III/IV are not made available by the Banks.

National Mazdoor Conference for Seventh Pay Commission

Jammu, November 17 (Scoop News) –National Mazdoor Conference (NMC) President, Subash Shastri has appealed to the Prime Minister to immediately constitute Seventh Pay Commission headed by C. Rangarajan, former Governor of RBl along with five others noted economists of the country as its members and the announcement to this regard be made in the ensuing winter session of parliament beginning from Nov 22.

Emphasizing on formulation of a National Pay Policy throughout the country, Shastri demanded setting up of a new Pay Commission which would cover both Central and State government employees be declaring it as National Pay Panel.

Addressing a largely attended NMC workers rally at Vijaypur today, Shastri further pleaded that till new Pay Commission is constituted and its recommendations implemented, 50% DA be merged with the basic pay/ pension and interim relief of 20% of the basic pay/pension be provided to the Central and State Government employees and pensioners in view of increasing burden due to massive inflation in the country.

Enhancement in the wages of daily wagers from Rs. 125 to Rs. 300 per day, beside their regularization, issuance of regularization orders of 180 daily wagers working in the Rural Development Department, release of pending salary of motivators working in IWDP project Akhnoor, increase the medical allowance from 300 to 1000 per month and removal of all pay anomalies of clerical staff were other demands highlighted in the rally.

Among those who also addressed the rally included Rajan Babu Khajuria, Sham Lal Sharma, Rakesh Padha, Ashok Khajuria, Anil Singh Slathia, Sunil Kochhar, Surinder Kumar, Ram Lal, Ram Pal Sharma, Barkat Ram, Girdhari Lai Bhagat, Vijay Kumar Bhagat, Jograj, Sukhdev Singh, Kamal, Subash Sharma , Mohd Shafi, Gopal Dass and others.

8. Stop downsizing, outsourcing, Contractorisation and privatization.

9. Grant Five promotions to all.

10. Implement all Arbitration awards.

11. Ensure prompt functioning of JCM at all levels.

12. Withdraw PFRDA Bill.

13. Stop price rise and strengthen public distribution system.

14. Withdraw all trade union victimization.

15. Enact laws to grant Right to Strike to Government employees.
